The Oxford Manual of Style, which is the lineal descendant of Fowler, simply says:
- practice (noun, in US also verb)
- practise (verb)
That is what I was taught at school, too.
The second edition of Fowler (ed. Gowers 1965) is a little more verbose:
- practice, -se. Noun -ce, verb -se but in U.S. commonly -ce; see LICENCE.
Which is, of course, exactly the opposite case.
