cormorants or shags?

During my lunchtime virtual wanderings of various webcams, I noticed that in the Cornwall cam, there is a picture of birds on a ledge and the caption reads something like: “Cormorants or shags? They are too far away to tell.” Here in the US, I believe, "cormorant" and "shag" are two names for the same bird (though there are more than one species of cormorants). Do the two terms refer to two different species in the UK?
