A bosun's call is pretty shrill and penetrating, but I don't think the volume would be enough for your circumstances. An air horn sounds the best bet. An easy one that anyone can use is one driven by compressed air that comes in a canister like a room-deodorant spray. It operates the same way too -- just press the button on top. Very loud and deep sound -- quite unmistakeable. (One of these makes my 3-tonner sound like a 3000-tonner.) You can get replaceable containers, or if you have a compressor you can get a refillable one and do just that to it when you need to.
