The evidence suggests she regarded him as no more wholesome a companion for her wards than the Swallows were:

"Probably father rescued them," said Nancy.

Hardly sounds like someone who trotted up and asked "May Molly and Jim come out to play?" More like an accessory before the fact in a jailbreak.
