THe wires were for bells, more than likely. The stable bell that was not working in PP was probally used to summon the stablehand when it came time to riding out with the cart. Dick used them the other way, and instead of the bell push inside the house, it was in the stable, and the bell was in the passage instead of the stable.
I think that is how it would work, anyhow.
