After the recent inquest here [Melbourne] into the loss of a yachtsman who fell overboard during a strong squall while racing in a keelboat, the papers reported a one charley who was calling for all people on boats to be required to wear lifejackets at all times. Once again, we have people whoa are in some position of authority but have no idea of the subject under discussion, asking for more regulation of other people's recreation!
