All very well and good, but as long as the 'charleys' without life jackets etc don't expect to be rescued when they get into difficulties. NZ has an appalling record of idiots who go out sailing or fishing in our treacherous waters without knowledge or experience, and then lose their lives, and often the lives of their children.
