Whether brothers would be together would depend on their ages. Public schools, in the English sense of the term, were secondary schools and usually took boys (or girls but not usually both back then) from the age of thirteen or fourteen. Before that they would have been at a prep (preparatory) school from the age of about seven.

Roger being about nine in PP would have been at prep school while John was at a public school. Some public schools, but by no means all, had an associated prep school attached where a younger brother might have been placed.
