The newest trend here in the States is for the operator to have a license. For anyone that has spent any time around the water, or read a few Ransome stories, this is a fairly simple test, but you still have to do the time and take the class.

Does UK have anything similar? Paddle boats (canoes, kayaks, etc.) are exempt, and the need for a license to sail varies from state to state. The intent was really to address the weekend power boater who blasted full speed across the lake or bay and didn't know any rules of the road.
