Operator licencing has recently arrived in Victoria, Australia, but has been in place for some years in New south Wales. It was brought in to raise funds for the government, who claimed that it was for "safety". They were actually spurred on to act by the larrikin element who drive jetskis among swimmers. The test for this cerificate is just a screen-based one on knowledge of the regulations and what all those coloured bouys mean. Our state government has confessed to the media that road and other fines are a basic part of their budget, and the Gestapo have clearly been told to get out there and collect!
