Indeed, dottle has been discussed before. That is not going to stop me repeating that it is usually applied to the tobacco left in an already-smoked pipe, but is sometimes also used simply to refer to the amount to fill a pipe. The PD quote seems to refer to the latter.

According to the indispensable Chambers, negrohead [sic] is tobacco soaked in molasses and pressed into cakes, so called from its blackness. Sounds even more revolting than the usual stuff.
