Peter Dowden was still working in Tokyo in 1997, and took an active part in ARC, especially their 10th anniversary meeting in November. He went back to New Zealand in 1998, and then on to Darwin, to study lightning-storm-related ionised discharges from clouds to the upper atmosphere, known as red sprites in their visible manifestation, in a joint project of Dunedin and Japanese scientists.
He was still involved with Signalling from Mars in December 1998, when Ian had already started the Tarboard. In 1999, he was one of the nominees for the Austars Cup, for his work in starting up Virtual TARS (that's us)..
Unfortunately I haven't heard from him since the end of 1998, but it could be he is still on the sprites project. By coincidence, a report on a similar project is published today in Nature and reported in today's (UK) Daily Telegraph. But the research comes from Taiwan this time.
