I have always undertood that police staff were posted to anywhere but their own locality to enable them to be impartial. As the British polce forces are county based, Constable Tedder would have been a Norfolk man, but probably from a different part of the county. Not all policemen would be like the constable from Bathurst, NSW, who not only booked his own wife, he also booked the local magistrate!
