I believe it is, but I'm not altogether sure, which is why I qualified my response as I did. The 0-90 E/W of N/S (quadrant) is/was used there because of the simplicity in determining reciprocal bearings, a common activity in field mapping work (and not an altogether unknown phenomenon in marine navigation, so I wonder at Worth's pronouncement). I see that Forestry Suppliers still offers both azumith and quadrant models of surveying compasses/transits, so I expect it is still in use.
