No quarantine for Sinbad

In WDMTGTS the children rescue Sinbad the kitten from a chicken coop drifting somewhere in the middle of the North Sea. They then take him to Holland, then back with them to England, where he almost immediately accompanies them on their adventures in SW.

Under present day legislation, any animal entering the UK in such circumstances would be required to undergo 6 months in quarantine to guard against it bringing deseases such as Rabies to the UK. Clearly this sanction was not applied in Sinbad's case.

Does anyone know when the quarantine laws were introduced and whether Sinbad's unimpeded entry to the UK was a realistic scenario in the 1930's?
