I used to go into a few pubs a number of years ago in a number of different parts of Britain. My memory, which may have been impaired by the activities inside the pub, is that the public use telephone was a payphone, usually in a passage or corridor outside the bar area for a bit of privacy and quiet. It usually had cards for taxi firms posted by it to discourage drinking and driving. The bar may have had its own telephone but the staff were usually too busy to spend much time on it and the public couldn't use it.
