The name Fitzroy was chosen to honour Robert Fitzroy,the captain of the Beagle taking Darwin around the Galapagos. He was an oceanographer and later founded of the Meteorological Office as well.
The problem with Finisterre was that the Spanish shipping forecasts also used the name but for a different area and there were concerns that people listening would become confused.
