That was the standard maritime signal flags, WRT painting a "Q" flag on the envelope. I don't think they ever specifically touched on whether she knew Morse or semaphore. However, she probably wouldn't be in favour of their staying up late enough to signal via torch as that'd be around 9:30-10 PM at that time and that latitude wouldn't it? A quick check for Manchester in mid-August gave me Nautical twilight (essentially, horizon just barely visible in the dark, sun 12 deg. below horizon) of around 10, and Astronomical (sun 18 deg. below horizon) as 11 PM.
