I have to agree that in CC PC Tedder is not a threatening figure; he is not exactly on the side of the Coots, but he is above the conflict.
There is a marked, and, I think, well observed, difference between Nancy's treatment of Sammy and the Coots' approach to Constable Tedder, which has much to do with class.
