I'm not sure how long the term's been in use in golf, but it's fairly commonly used to describe someone of less than dazzling skills on the links. Then The Guardian (A duffer's guide to watersports) appears to have run several articles directed at duffers of all sorts. Ransome surely wasn't so narrowly focussed that the only way he would have encountered the term was in a book on sailing. Nor, I suspect, was Commander Walker.
