Yes, and it's getting that way in the UK now. Dave mentions 'actual analysis of frequency'. Here too, it is the perception of risk that has changed. 1 million to 1 would formerly have been regarded as = never. Now it is regarded as = could just happen. One of the reasons for this must surely be the popularity of the Lottery, where the chances of winning are much less than 1m to 1, yet millions of people think it worth having a go - 'you never know'. Tell them that there is a greater chance than 1m to 1 that their children's boat will capsize and they will start ordering life jackets and buoyancy aids - 'you never know'. And you can't argue.
