Was that a common dress for the time?
Indeed, it was. At my boarding school in the early 50s boys in the first three forms (roughly ages 11 to 14) had to wear shorts with long woollen socks year round, come rain, shine or subzero temperatures. Only on reaching the glory of fourth form could you switch to long pants (sorry, trousers -- been in Canada too long).
We had one student here a few years back, son of a (British-origin) faculty member, who wore shorts year round. In temperatures that drop to minus 40 that seemed to be taking ethnic loyalty a bit too far....
