In the 1950s I certainly wore shorts, summer and winter, until I was about 13. And as far as I recall so did everybody else.

Indeed I still like to wear them, but not now in winter.

I suspect the English have always liked shorts more than do our American cousins. I read somewhere (and can't find the reference)that the US Navy reservations about the British Pacific Fleet in 1944/45 stemmed not so much from eccentricities like the Fairey Barracuda torpedo bomber as from the fact that everybody from the Admiral down wore shorts in the tropics!
