There is a reference to the Swallows - maybe just John - being taught to sail in the harbour at Falmouth by Daddy. That location may have been a temporary assignment location by the Navy. Being children of the military, it is quite possible that they really did not have a permanent "home" but just tried to follow Daddy in his assorted postings and hanging tight somewhere while his duties take him abroad.

As for the Broads characters, I hardly equate their living in Horning to be "city" as much as the D's who were living apparently in London, which of course is definitely "city."
