To answer my own question, I suspect that AR was thinking about an earlier great freeze, one that took place in his own school days which would have been very early for British skiing. There was quite a bit of skiing in Britain between the wars especially in Scotland but it has always been a minority of a monority sport in England. I did read; however, of someone who skied from Blackburn in Lancashire to the Lakes at about this time.
Harry Griffiths, who is of an age to have sailed with the Walkers in Swallow used to write about Lake District ski touring in the the Guardian but that would have been in the 50s. His reminisces of pre-war winter sports seemed to centre around skating and climbing.
Pity though, a chapter on the travails of skis, snow and bindings could have been entertaining.
BTW has anyone tried sailing a sledge? I believe they use kites these days
