If you move repeatedly between fresh and salt water - yes, that might very well discourage them.

But how I envy your father! My own bitter experience is that economising on antifouling in a marine - or river - environment, whether or not the ship dries out between tides. invariably leads to a great deal of hard work later, lying on ones back on wet mud and scraping barnacles into ones eyes.
