why was this bomb sight named after this relatively insignificant town in Germany? Or was it named after something (somebody?) else that just happened to be the same as the name of that German town?

It was designed by Carl L. Norden in 1920.

The site below mentions that its fabled accuracy wasn't nearly as great in practice. Other sites carry the manual instructions for setting up the Norden sight and carrying out an attack. I'm surprised the bombs landed in the intended country...
