The Hampshire Ditherers sound like just the organization which needs a law which was (many years ago) on the books in our State of Indiana:
"When two trains encounter one another at a crossing, both shall stop, and neither shall proceed until the other has passed."
It conjures up visions of Indiana dotted with rusting pairs of locomotives, sitting at 90 degrees to one another...
