An aerial tramway [known here in Australia as a Flying Fox] was a cheap and very effective way of building a transport system - much cheaper than a surface tramway. The cables in the photo are the suspension cables, and would not have moved anywhere. The tension or hauling cables are now gone. The descending full skips would have provided the power to haul the empty ones up the hillside. There would not necessarily have been any intermediate towers between the one in the photo at the top and the anchor point at the bottom.
