It's for 'travel in a hire car in London'! You must have gone over the 'congestion line' somewhere - it's easily done. Don't blame Tarboarders - direct your ire to Ken Livingstone (about to be re-elected as London Mayor, apparently, so congestion fines will continue). At least in Chester we don't charge visitors for wasting a day . . .
