Yes, THAT Lucas! Your scooter system sounds almost like the Ford Model T. I do not think Lucas, Kansas has anything to do with THAT Lucas (maybe I should do some more research, though)!

At the time I was reading the Swallows and Amazon series (and re-reading them) I became very interested in any thing British and absorbed everything I could find on the subject. Soon after that time, I became intensely absorbed with automobiles and read a lot about the infamous Lucas Lighting systems (I bought every automotive and related magazine and book I could in the 1950's and have added many to that collection since). My high school art teacher's husband had a 1951 MG which I was given a ride in! My first hand experience was with the more reliable Bosch systems on my 1934 and 1952 Mercedes in Germany.

It seems that there several "OZ" sites around the USA. There is another one in Liberal (which isn't), Kansas. Again, it is incredibly fantastic the paths to knowledge that were/are opened through Mr. Ransome's wonderful adventures! And I think that Mr. Ransome (and others) indirectly led me here to the Fantastic "Garden of Eden"!
