Well, the Signalling to Mars mailing list is still around, if not as active as TARBoard. TARS can ask Doug Faunt to "Subscribe Signalling to Mars", and include member number, I believe. That would seem the ideal venue for "official business", as opposed to AR discussions, as it can be restricted.
