I believe that this design is intentional, in many instances these jetties are stepped ( as the jetty at Bankground Farm IIRC ) . The level of the Coniston Water for example does vary by some feet over the course of a year. Also, by varying the height of the landing stage it gives greater flexibity for different size boats to moor and with comfortable access to and from shore.
As regards to "growth of slime", I've noticed that the "wet" end of landing stages are increasingly being covered with chicken-wire to provide some grip.
