"Bent on" - yes, basically, fitting it to the yards/stays (depending on the particular sail) and halyard(s). From "bend", a type of knot (sheet bend, carrick bend, fisherman's bend, halyard bend)

For "de-powering the mail" I'd suspect a typo for "main".
