I don't know about the British War Economy Standards, but in the US similar standards included weight of the paper, width of the margins, and number of blank or otherwise unnecessary pages. The examples I have in my library are printed on relatively low-grade pulp paper, but I don't know for sure whether that was part of the standard or an independent decision by the publisher. Binding and ink, as well as specifications on the printing plates are other areas that may have been regulated.
