From what I remember War Economy Standards meant less blank pages at beginning and end of the books but I can't find a copy of the regulations.

I'm not sure when they were introduced; I have one book published by Gollancz, in a cheap edition in December 1941, which still has a blank page at start and finish. However I can see a Methuen book advertised for sale as being produced to 'War Economy Standards' which dates from 1947 so the regulations must have lasted beyond war time.
