I think it'd depend on the sand-silt-clay mix (relatively high sand content would be vital), and rely on use of a very fine mesh (maybe a coarse canvas) or a "slashed" fabric (small slits to allow drainage). I would imagine that cleats would be a great help, however, in breaking the suction. Maybe the solution would be pontoon shoes as The Real Inspector Hound used to reach the manor. At neutral or negative buoyancy but with a convex upper surface, they'd have reduced drag as the water would be able to slip/slide over and around.
