The tidal reaches of the Thames, as with the Severn, are judged (quite correctly) as difficult cruising waters by hirers. I doubt whether you will be able to charter a boat.
Above Teddington the Thames is non tidal and there are a number of boat hire firms who can help you.
A look at the Environment Agency's website with it's Thames section (I assume it's still there - I havn't looked recently) may well help you.
