Dan,

I've worked on the Thames from Teddington to Erith for over 10 years and parts of this stretch are some of the most dangerous inland waters in Britain. The current speeds up incredibly particularly in the City reaches and only a boat with a very powerful engine is really safe. You do see a number of public & private river buses but they are licensed. Watching the great river race in the autumn is a salutary lesson on how to manage a vessel without mechanical propulsion! I'd suggest you stick to the non-tidal reaches.
