To further complicate matters, the rights of the purchaser/owner of a copy of a copyrighted work will vary somewhat depending on the particulars in a given country. In the US, for instance, creating a backup copy for archival purposes is permissible. One would expect that a copy of a book cover would fall under this category. IIRC, in Canada, at one point at least, it was legal to make a copy of a work in your possession, with outright ownership not a requirement. This tied in with a tax on most forms of recording media, including blank CD-Rs and audio and video tapes.
