The Captain of the Titanic did not decide on the number/capacity of the lifeboats she had (which was decided by the company and builders, in line with the rules), and the (British) Board of Trade that made the rules decided afterwards (what was already proposed) that the rules should be changed! As website FAQ No 13 says, the White Star Line were not going to provide adequate lifeboats until they had to!
But Captain Smith had the Titanic going at her usual speed, despite warnings of icebergs, to keep to the schedule.
