I think the reference may relate to the Medieval 'medical' concept of the four humours (Sanguine, Choleric, Phlegmatic and Melancholic). Sanguine was believed to dwell in the blood, and the liver to be the source of blood. A sanguine person would be identified by being red-cheeked and irresponsible (amongst other things) which sounds like a reasonable description of the Hullabaloos.
