Yes, lighterage was used on the Mersey certainly until the 1950s, for the reasons Owen gives. As to a 'third-world' method, hmm - well the modern method, ie by container, simply transfers the load to the inland road system. Thus we have choked roads, and near-empty river estuaries and canals . . .
