I would presume that, when push came to shove, Dot would have (initially, at least) deferred to Dick, since he'd done more theoretical research; also he seems to be the one at the helm whenever anything tricky (read "new") is being attempted (landing, boarding the houseboat, etc.)
IIRC, Prof. and Mrs. Callum seem to have considered that one of them was the captain, since Mrs. C. wrote the D's something about no fair getting drowned since they (the parents) were relying on the Captain and crew of the Scarab to teach them to sail. But by the time Great Northern came along, they were just ABs, along with Titty and Roger, on the Sea Bear. Could be the size of the ship, could be lack of open-water experience, or just youth and inexperience.
