I think the question of authenticity of material and method only becomes of great importance if the business of boat building itself is seen as being vital to the project. In other words if the boat is built by members ( of whatever organisation) as part of a course in traditional boat building. Otherwise it is a matter of looking and sailing like Swallow. Would a ply and glue boat weigh significantly less than a traditional clinker? And would this affect the way she handled?
I'm intrigued by Swallow's ballast and lack of centre board. Has anyone any experience of sailing anything similar? I believe that one of the models in the Character Boat line is based on a boat designed for the Lune estuary and has a keel rather than a centre plate. It may be a little longer though.
