Hunting is banned by current law in the UK. It was a fairly inefficient form of pest control and was carried out more for it's social aspects. I understand if people want to hunt live foxes they now go to France.
I have no idea who is empowered (a dreaded new Labour word)to shoot comorants.
Shooting and gassing have been better control measures for many years. I remember my father telling me the one of his friends had kept his estate fox and badger free for several years after the war by using surplus Zyclon B gas from Germany.
