Robert asked: could not be done to make publications available over the Internet.

I investigated this on behalf of another society whose journal I edit (yes, it's Chalet School time again) because the Australian dollar was falling and their members were finding the subscription was costing them far far more than it had done. However, because it would have led to a shorter total print run, the cost of printing each individual magazine would have risen proportionately, and we would have been forced to raise the UK subscription to take account of this. So we dropped the idea.

It is also true that then (but not now, with the advent of Broadband) that the size of the pdfs would have been enormous (well, that's probably still true) and taken a very long time to download.
