Dan is quite right about the "opt-out" clause relating to the speed limit on Coniston.
Back in 1977 a limit of 10mph for powered craft was introduced on Coniston, Derwentwater and Ullswater, although an allowance was made on Coniston for anyone attempting a speed record. Windermere was left alone (apart from the 6 mph limit in Bowness Bay and similar places) allowing the speed merchants to whizz up and down at their leisure and others' discomfort. Waterskiers and jetskiers were also able to use Windermere, it becoming the only place in the Lake District where they could perform.
In 2000 a law was passed introducing a 10 knot overall speed limit on Windermere, although it did not come into effect until March 2005. This was to give businesses time to diversify. This particular law is cut and dried in that it does not have the allowances for speed record attempts, hence the move west to Coniston.
Where the waterskiers and jetskiers move to I don't know, as there will always be an element of "not in my back yard" from locals. It's certainly a lot more peaceful on Windermere nowadays, but I do see the problems of less money being brought into the area.

Incidentally - does anyone know why the Ullswater "steamers" appear to move at least twice the speed of 10mph? Northern Region TARS had a boat/walk/scoff event last Saturday and it was extremely difficult to hold a conversation on board. Although the scenery was gorgeous the acceleration and noise of the huge diesel engines rather spoilt matters. A splendidly peaceful walk, though.
