Astronaut Hal Bregg is a hero, he is one of the few that travel to the edge of the galaxy. Ten years later he returns home. However, because he has been travelling at nearly the speed of light, 127 years have elapsed on Earth, in accordance to the laws of Einsteinian relativity... .

Bregg finds himself confronting what is essentially an alien culture, one where risk taking is considered a pathological aberration and a medical procedure is administered to every human that effectively neutralizes all aggressive impulses.
