It seems fairly well established that AR had great difficulty with his plots, to the point of adopting one from a friend for GN. It is possible that he simply didn't have one for CN other than the "process" story of getting the D&Gs to the Lakes, and once they got there the story had nowhere to go. Ransome has remarked that once a story was started, his characters rather 'took over' and dragged him and the story along -- perhaps he was hoping it would happen this time.

Of course as Evgenia's criticism seems to have grown stronger and more savage with each book, it may also be that she finally and completely discouraged him from even trying any more.
